Motorist jailed after Clinton Township crash

After crashing his 2006 Toyota Highlander in a ditch at routes 15 and 54 about 11 a.m. Sunday, motorist Jarell A. Blair fled the scene on foot, but state troopers found the 38-year-old man “stumbling on Elimsport Road, near West Blind Road. Upon being apprehended,” he fought with three stated troopers, who struggled to detain him, according to an affidavit. There was “a very strong odor of alcohol” coming from Blair’s breath and body, police said, adding that he “could not maintain balance on his own.”
Blair spat on a patrol car while he was being frisked by a trooper, police alleged. “He showed multiple indicators that he was under the influence of alcohol or a controlled substance,” police said of Blair, who refused to submit a blood sample.
Blair’s intoxication was so severe that he was taken to the UPMC Williamsport emergency room, where he continued to threaten to fight with state troopers and medical staff, it was alleged in the affidavit.“Upon being medically cleared, Blair again resisted arrest and began to scream, refusing” to be handcuffed, the court document said. While en route to the Montoursville barracks to be processed, Blair, of 122 Ridge Road, Montgomery, “banged his head on the rear window and kicked the rear window as he engaged in vulgar language and threats,” the affidavit stated.
Following his arraignment before District Judge Christian Frey on charges of resisting arrest, four counts of disorderly conduct, DUI, accidents involving damage to unattended property and five other summary offenses, Blair was committed to the Lycoming County Prison in lieu of $20,000 bail.
