A bench warrant was expected to be filed for Richard L. Smith, 66, of 1312 Allegheny St., apartment 1, Jersey Shore, after he failed to appear for a preliminary hearing at the office of District Judge Denise Dieter to face Lycoming Regional police charges of open lewdness, disorderly conduct, criminal mischief and trespassing after he allegedly defecated in a yard in the 1100 block of Allegheny Street in the borough about 2:30 a.m. on Aug. 11, according to an affidavit. “I couldn’t help it.
