Lycoming County addresses staffing changes
Meeting as the Salary Board during their weekly meeting, the Lycoming County Commissioners along with the acting controller approved removing the position of Administrative Coordinator from the TDA (Total Distribution Allocation) following last week’s termination of Matthew McDermott, who had held the position for ten years.
The Salary Board is composed of Commissioners Scott Metzger, Marc Sortman and Mark Mussina, as well as Nikki Gottschall, who has been serving as acting County Controller since the resignation of Krista Rogers earlier this year.
Other actions taken by the Salary Board include: in the Planning and Community Development Department, deleting a Clerk III position, pay grade 4, from the TDA and adding an Administrative Coordinator position, pay grade 6; and in the Financial Management department, removing a financial analyst position, pay grade 9 abd adding an Administrative Specialist position, pay grade 5.
Two items were tabled by the board in order to gain more information. They were: to reclassify a part-time DUI Center position to a full-time Special Detective Coordinator, a non-union position at a salary of $25 per hour; and to reclassify a vacant Domestic Relations Officer, pay grade 9 to an Adult Probation Administrative case Officer, pay grade 7.
During their regular meeting, the commissioners approved the following action items: an amendment to the agreement with Luminaire Health; the appointment of Michael Hagen as Chief Clerk, effective March 31; an amendment to the agreement with National Medical Services, Inc., not to exceed $250,000 for expert consultation and forensic laboratory services;
Awarding the bid for grazing cattle at the County Farm to Lorson Angus Farms, which had the highest bid at $3,001; an amendment to the agreement with KL Davis Polygraphs, LLC, for services utilized in the Adult Probation Office, extending it to December 31, 2026; ratifying an agreement with Allison Crane and Rigging, which removed several bank vaults from the first floor of Third Street Plaza (TSP), at no cost to the county; the renewal of an agreement with Keller Partners and Company PSA, in the amount$184,800;and the YSL (Youth Level Service) case management, inventory testing for 2025 with the Pennsylvania Juvenile Judges Court.
Two items from Resource Management were approved by the board. They include: an amendment to an agreement with Weld-Tec Service and Sales for use on an as needed basis; and the 2024 903 county recycling coordinator grant application with the total amount to be determined by the Department of Environmental Protection.
Ken George, the county’s director of facilities management, presented three items for board approval. They were: the amendment to an agreement with Port Elevator, Inc., extending the maintenance agreement; an amendment to an agreement with Evergreen Cleaning Company in the amount of $5.620 to clean the exterior of the windows at Third Street Plaza; and an agreement with Monitronics International Inc., to controls on the fifth floor stairway doors at TSP.
A request to approve the Period of Performance extension for the grant for the Williamsport Cross Pipe Rehabilitation project was approved.
