Airport Authority approves budget, re-elects officers

The Williamsport Municipal Airport Authority during its recent meeting approved the 2025 operating budget and voted to re-elect officers serving on its board.

The budget, covering various airport operations, shows expenses of $1.4 million and revenues of $987,000.

Williamsport Regional Airport Executive Director Richard Howell explained that revenues will likely be found to make up the more than $400,000 budget deficit.

“The authority has several properties for rent. We will market them aggressively,” he said.

The budget was approved following an executive session of the Authority.

The authority voted to re-elect Frank Pellegrino as chairman and Chris Logue as vice chairman.

William Martin will serve as secretary and Mike Reed as treasurer.

The authority voted to retain the law firm of Percival and Williams for legal counsel.

The authority voted to pursue legal action against parties involved in the construction of the airport terminal building.

Murray & Associates, an architectural firm, and Lobar Associates, the principal contractor for the project, are the defendants.

“We identified discrepancies in the construction of the building,” Howell said.

More specially, the discrepancies involve leakage around windows and related problems and were noted as issues some years ago, according to Howell.

“The court wanted us to put out an official complaint,” he said.

The terminal building, constructed at a cost of $15.9 million, opened in October 2018.

The authority approved engineering consultant agreements with Transystems and Airport Design Consultants Inc. (ADCI).

Transystems will serve as consultant for the airport’s master plan as well as the Montour Street extension project.

ADCI will assist the airport with taxiway plans and obstruction removals.

The authority also approved an agreement with Transystems for improvements to Airport Road.

Plans call for the road to eventually link to Montour Street which is being extended south through Montoursville Borough to provide additional access to the airport.

Howell reported to the Authority that 33 of 39 scheduled commercial flights were completed at the airport during December.

The figure, he noted, was lower than usual due to weather related issues.

It was reported that the authority will begin holding meetings with the Lycoming County commissioners on a quarterly basis.

Plans are to conduct the four meetings, in most cases, on the third Friday of the month. The exception will likely be in April when the date falls on Good Friday.
