LCWSA rates increasing for some systems
Due to rising costs, the Lycoming County Water and Sewer Authority is anticipating raising rates on the Mifflin Manor Sewer, Limestone Water; Montoursville Regional Sewer; and Regional Water systems in 2025.
Rates in the Mifflin Manor Sewer system are expected to increase from $145 to $155 per month for each equivalent dwelling units (EDU’s). There are 34 EDU’s in the system and the increase is necessary because of ongoing annual deficits, aged infrastructure and necessary improvements. Currently there is no capital funding and future annual increases are anticipated.
Customers in the Limestone Water System will see a base rate increase for up to 5,000 gallons from $165 to $170 per quarter with an increase of $.75 on each consumption tier, which means that a customer using 5,001 to 20,000 will have an increase $8.25 to $9. The increase was due to operating costs going up, compounding regulatory requirements, aging infrastructure and watermain distribution improvements. Although there are outside funding sources, the infrastructure demands are greater than available funding.
Future PENNVEST loans and debt service are anticipated and annual increases are also expected in the future.
Rates for the Montoursville Regional Sewer System (MRSS) will increase from $85 to $95 per month per EDU. Rising operation and maintenance costs are driving the increase.
Because of the outfall project/capital funding demands there are diminishing reserves with infrastructure needs increasing.
There is a trustee agreement and bond requirements for capital reserves.
The MRSS shows a limited growth with no substantial known development in the next few years.
“To be realistic with growth projections and the lack of knowledge regarding the proposed redevelopment of the Lycoming Mall property, the (Finance) committee directed staff to proceed with the $10 per EDU per month increase in 2025 and also include a proposed $5 increase in both 2026 and 2027,” information from the authority stated.
Customers in the Regional Water System will see an increase from $12 to $13 per 1,000 gallons with a base rate increase of $5 per month for a 5/8 inch meter size and proportionate increases on larger size meters. Rising operation and maintenance costs with significant cost increases across all expenses and Increasing regulatory requirements are driving the increase.
Deferred principal payments on a C&N loan are now due adding $140,000 to the annual budget. Again there is a small customer base and limited growth potential.
Although the Authority is responsible for the billing of sewer fees for South Williamsport and DuBoistown boroughs and Franklin Township, those municipalities are responsible for setting sewer rates for their systems.
LCWSA Budget offers a 5% prepay discount for the full year paid in January for accounts in good standing. This includes the sewer systems and Stormwater Program Management fees for South Williamsport and Duboistown boroughs.
