Muncy Borough Council hires consultant to pursue grant for buildings project

Muncy Borough Council at its recent meeting voted to hire a consultant to pursue a Local Share Account Grant for funding building projects.

Kriner Associates LLC, Liberty, will be paid $1,500 over a two-month period to submit and write the grant for the borough.

Council in September agreed to apply for up to $1 million in LSA funding to construct municipal and maintenance facilities and to have an architect obtain a preliminary cost for the project.

A site for either of the buildings has not been determined.

However, a land swap deal between the borough and the public library could mean the construction of some type of municipal facility at South Washington and New streets.

Council and Muncy Creek Township supervisors this month each approved an agreement for the borough to acquire land near Glade Run Road as another possible construction site.

In other matters, council agreed to amend the borough manager’s contract from a bi-weekly salary agreement to a defined hourly wage rate.

Under the new contract, Hall will earn $32 per hour with a workload not to exceed 60 hours over two weeks.

Hall was dismissed by council as borough manager in late 2023 before being reinstated earlier this year at an hourly rate of $30.15 and restricting him from working no more than 50 hours bi-weekly.

The new agreement, Hall said, “allows me to be more readily available” for borough business.

Council approved a three-year agreement with the borough police department.

The agreement keeps in place police protection for the borough through 2027.

Muncy employs four full-time police offices, including a chief, as well as four part-time officers.

Council agreed to sell a police department vehicle to a neighboring municipality at a price to be negotiated.

Council approved a request to allow the James V. Brown Library to bring its Storymobile to Margaret E. Waldron Park. The Storymobile has a collection geared toward children from birth to age 6, stopping at childcare facilities and public locations in the county.

Council met in executive session prior to its meeting to consider personnel matters.
