Hit and run, drug charges among those brought before district judges

Charges lodged against motorcyclist following lengthy pursuit

While trying to get away from a state trooper as he traveled at a high rate of speed on Route 220 in Woodward Township about 2 a.m. on June 29, motorcyclist Sean D. Allen suddenly began throwing numerous items at the officer’s cruiser, including a set of wrenches and a hammer, it was alleged in an affidavit. The trooper was riding right up alongside Allen as the 36-year-old motorcyclist, traveling in excess of 80 mph, began to throw about 10 items at him, which also included a blue bag, a comb and a pair of sunglasses that he had been wearing, police said in the court document. The pursuit continued west on Route 220 and then north for about three miles north on Route 287 before the trooper terminated his involvement due to safety concerns.

However, before the pursuit began, the trooper was able to get the cycle’s registration, which came back to Allen. The trooper had activated his cruiser’s emergency lights after Allen allegedly committed several lane violations. Police tracked down surveillance video at a store in Lycoming County that showed the motorcyclist inside the business about an hour before the pursuit, the affidavit stated. The image on the video matched Allen’s photo of his driver’s license, which police obtained through a mobile computer terminal after entering the vehicle’s registration, court documents stated. At the time of the pursuit, Allen’s license was suspended due to a DUI charge, police said.

Arraigned on Monday before District Judge Christian Frey on charges of fleeing police, propulsion of missiles and 80-plus summary violations, Allen, formerly of Bucks County and now living at 2012 Route 287, Jersey Shore, was released on $10,000 bail.

Jersey Shore man charged after allegedly defecating in a yard

A bench warrant was expected to be filed for Richard L. Smith, 66, of 1312 Allegheny St., apartment 1, Jersey Shore, after he failed to appear for a preliminary hearing at the office of District Judge Denise Dieter to face Lycoming Regional police charges of open lewdness, disorderly conduct, criminal mischief and trespassing after he allegedly defecated in a yard in the 1100 block of Allegheny Street in the borough about 2:30 a.m. on Aug. 11, according to an affidavit. “I couldn’t help it. I had to go somewhere,” he told an officer.

Two face drug charges in separate cases

Thomas Gonzalez Jr., 58, of 1768 Memorial Ave., was charged by the county’s Narcotics Enforcement Unit with delivery of a controlled substance and illegal use of a cellphone for allegedly arranging the sale of 3.5 grams of methamphetamine to an informant at Berger Street and Sutton Avenue in the city on July 26, it was alleged in court documents. Detectives intercepted Gonzalez before the sale was complete, and the methamphetamine he was planning to sell was seized, investigators said. Arraigned last week before District Judge Gary Whiteman, Gonzalez remains jailed in lieu of $10,000 bail.

In another case, Jeffrey Kaelin, 35, of 658 Krouse Ave., has been charged by city police with possession of marijuana, possession of drug paraphernalia and tampering with evidence following an incident in which he was found slumped over a laundry table in the 1200 block of Vine Avenue on April 23, according to an affidavit. He had in his hand a plastic bag that he immediately put in his mouth and swallowed when an officer asked him what it was. He was taken to UPMC Williamsport, and during the ride, he “became more and more lethargic, and started to fall asleep,” the court document statement. He had in his pocket a bag of marijuana, police said. Upon being discharged, he was automatically placed in the Lycoming County Prison after it was learned that there was a bench warrant for his arrest. Arraigned recently before District Judge Christian Frey, Kaelin remains jailed in lieu of $5,000 bail. He has since waived his preliminary hearing.

Hit-run motorcyclist faces charges

James N. Carr, 22, of 61 Tyler Lane, Cogan Station, has been charged with accidents involving damage to attended vehicle (hit-run) and five summary violations after he crashed his motorcycle, striking the front of another vehicle on Warrensville Road in Loyalsock Township about 6:30 p.m. on April 14, but fled the scene in another vehicle, state police alleged in court papers. His father told police he picked up his son and took him to the hospital, but the medical facility had no record that Carr was brought there, police said. When questioned by police the next day, Carr admitted to a trooper that he had fled the scene without exchanging information with the other driver. He has waived his preliminary hearing before District Judge Gary Whiteman and is free on $5,000 bail.
