Five charged in separate drug offenses

Scott Nicholas Ulsamer, 44, of 365 Woodland Ave., has been charged with delivery of a controlled substance and conspiracy for his alleged involvement in two cocaine sales in the city; one in the 700 block of East Third Street and another in the 400 block of Washington Boulevard; both on Aug. 30, investigators with the county’s Narcotics Enforcement Unit alleged in an affidavit. Three days later, investigators executed a search warrant on Ulsamer’s seized Hyundai Sonata and found 17 grams of marijuana, the affidavit stated. Ulsamer faces an additional misdemeanor charge of possession of a controlled substance as a result of the drugs that were seized from the car, police said. He has since waived his preliminary hearing before District Judge Aaron Biichle and is free on $75,000 bail.

In another NEU case, Jerome Anthony Kennedy, 42, of 819 Baldwin St., has been charged with delivery of a controlled substance, illegal use of a cellphone and conspiracy for his alleged involvement in selling four grams of cocaine to an informant in the 1200 block of West Fourth Street in the city on May 21, according to investigators. Arraigned before District Judge Christian Frey, Kennedy was released on $25,000 bail.

In another NEU case, Franklin Pierre Morris, 58, of 299 Campbell St., has been charged with delivery of a controlled substance for selling $100 worth of cocaine to an undercover officer on Fisher Street in South Williamsport on May 2, it was alleged in a court document. Following his recent arraignment before District Judge Gary Whiteman, Morris was committed to the Lycoming County Prison in lieu of $15,0000 bail.

In another case, John Spiotto, of 1172 Park Ave., first floor, has been charged by state police with possession of a controlled substance (2.4 grams of marijuana) and possession of drug paraphernalia near Hepburn and Louisa streets in the city on May 26, according to state police. He has since waived his preliminary hearing before Bichle and is free on bail.

In another NEU case, Kareem Gadson, 32, of 3263 Route 654, South Williamsport, has been locked up on charges for allegedly selling drugs in the city to undercover detectives in January 2022. according to court records. The first sale took place on Jan. 10 and involved five oxycodone pills, investigators said. The second sale occurred three days later and five more oxycodone pills plus 22 ecstasy pills, it was stated in an affidavit. Arraigned recently before Frey on three felony counts of delivery of a controlled substance and two counts of illegal use of cellphone, Gadson, now living in New York City, remains jailed in lieu of $100,000 bail.
