Executive orders

I must respond to the letter from Tim Mannello about presidential executive orders. He states numbers about how many orders some presidents have used. Numbers don't always mean what they say. For example, if 2 men are criminals, the first man commits 100 crimes and the second man commits 5 crimes, does that mean that the first man is 20 times more of a criminal than the second man?
