Can the pain of a fine stem underage drinking?

State Sen. Jack Corman, who represents a portion of our region, is sponsoring an addendum to a new law to increase maximum fines for underage drinking.

The new law, scheduled to take effect tomorrow, increases fines from $300 to $500 and will double the maximum $1,000 for subsequent offenses.

Corman plans to resubmit the bill to allow municipalities to include all or part of a university or college to impose an additional $100 fee for alcohol-related offenses to help finance local prevention programs.

Those fine amounts hurt. And they should.

Underage drinking is a big problem and Corman's addendum would attack the area where it is the biggest problem college towns.

A little pain is perhaps the only way to reverse the trend.
