Leaving aside all kinds of reasons (not the least of which is renters being required to register in the same manner and timeframe as sexual offenders) for vigorously rejecting Mayor Campana's vaguely Stalinist idea of universal renter registration, it would be far easier to get a rough idea of the location and whereabouts of "undesirables" by simply walking up and down some city streets and noting which porches had three, four and five men in their twenties and thirties hanging out at 11:30 in the morning on a Tuesday.
