City police dropped charges against David Anthony Richardson, 48, of 1153 Penn St. after the victim in an assault case, his wife, Charla, refused to take the stand.
Richardson had been charged with simple assault and harassment following a domestic disturbance at the couple weekend during the Memorial Day Weekend, police said.
