Couldn't the same idea (gas money) be used to fix the problem of Rt 220 between Williamsport and I-80?

You want to spend $600 Million and you wonder why you're hitting funding blockades?

Seriously though, there are a lot of things to take into account here. For example, how many money will $600 Million spent now save in traffic lights, maintenance, etc in the future? What are the current costs of the road ways involved in this project now vs. what they would be afterward?

Sometimes you do have to spend money to 'make money' or in this case save it. But is there enough justification to do so? Because we ALL KNOW that this just means increased taxes for funding.
